I needed to do exactly this and wrote a simple plugin to do the job.

There is a little bit of work involved in that I had to duplicate the code from the CreateProfile action class and get it to call a local implementation of the sendValidationRequest method which can be found in the RegistrationManger class. I also modified some of the freemarker templates so that the success page told the user that their user registration had to be approved by a site admin before they could access the site. I specify the admin email address using a system property. 

It would be nice if the product would do this 'out of the box' as it's a common use case.
