Thanks for all your help. I think I just didn't express myself very well...

My understanding is that the point of the address book in the private messaging tool is to collect together the people you are most likely to send a message to in one place. So I first wanted to have the folks in my department to my address book. However, I have to add each person's username one at a time. And although we try to be uniform in how we assign usernames, sometimes you just aren't sure what the username is and have to look it up in a separate people search.

I was thinking that it would be much more streamlined if I could use the "user picker" tool, filter by my department, select my colleagues en masse and add them to my address book all at once.

Please let me know if this isn't making sense.
