I tried installing the windows eval build of Jive SBS Employee Marketplace 4.0 and it went through the setup stage after which when I restarted Jive SBS using Jive SBS Manager, Server status is showing as loading... and by visiting http://localhos:8080 its displaying HTTP 404.
BTW: I checked the database and it installed all the tables. So I am asuming the problem is related to tomcat.
Any feedback is appreciated.

I did an install of the eval 4.0 version and replicated the issue you guys are discussing. We also have a few other cases of this coming up. Right now I've found the developers on the project, and I'm waiting for them to get back to me. Once they do, I'll get back to you on where to go next.

I'm really sorry for the inconvenience, but the windows 4.0.0 eval.exe is not usable at this point. We've found the bug and fixed it, but it won't be available until 4.0.1 is at the worst case. I'll let you know if anything changes.
